Almpower: targeted use of artificial intelligence to strengthen communication, service provision and assistance within local authorities

The aim of this project is to develop as much knowledge as possible about the use of GenAI and to share this knowledge with as many boards as possible.
For each of the use cases mentioned above, we want to:
- identify the needs of employees
- measure how much time the current way of working takes
- list the possible GenAI solutions and weigh them up against each other (possibilities, user-friendliness, cost, privacy)
- identify how information/data should be provided so that the GenAI technology can interpret that information/data optimally
- identify which applications the GenAI solution needs to integrate with
- set up, test and iteratively refine a proof of concept
- analyse the quality of the output and verify that it complies with all ethical frameworks
- Listing concrete tips on how to make optimal use of the technology (e.g. which prompts give the best results in the search help)
- Identifying potential problems/limitations so that employees can use the technology in an informed manner and, where possible, offer solutions
- Quantifying the time savings
- Surveying public acceptance

We want to share all this information in a clear, structured manner (guidelines, step-by-step plans, etc.) with as many administrations as possible, even if it turns out that the technology does not (yet) deliver the desired results.
Depending on the use case, the potential impact that can be created and the cost price, the prototype will be further developed and the solution will be integrated into daily operations. In doing so, the necessary attention will be paid to the training and support of the employees involved.
Given the innovative nature of the project, an agile approach will be followed, whereby the successful completion of each phase/work package determines the start of the next phase. The process is iterative, with regular evaluation moments to discuss progress. Any obstacles will be analysed and documented, after which the next use case will be moved on to in order to ensure progress.
Where necessary, model specifications will be drawn up so that authorities are not subsequently confronted with complex tendering procedures.
